Donald J. Monica, Associate Director, Field Operations

Experience and Achievements

Donald J. Monica has been selected as the associate director of the Field Operations Division (FOD). He previously served as the acting associate director and deputy associate director of FOD.

He began his government career in 1980 with the former Immigration and Naturalization Service (INS) and served there as an immigration inspector, senior immigration inspector, intelligence officer, immigration examiner, assistant officer in charge, officer in charge and assistant district director. His INS duty stations included Toronto, Canada; Champlain, New York; Montreal, Canada; Niagara Falls, New York; Buffalo, New York; Nairobi, Kenya; Philadelphia, Pennsylvania; Moscow, Russia and Miami, Florida.

Since 2003, Monica has served with USCIS as the district director in Chicago, Philadelphia and Atlanta. Before his headquarters assignment, he served as the USCIS Southeast regional director in Orlando. He has also held several extended temporary assignments at USCIS headquarters.

Education

Monica is an alumnus of Cleveland State University; and holds a M.A. from the University of St. Michael’s College in Toronto.
