No. The Employer Agent relationship is formed by three parties. These parties are listed on the Employer Agent and Employer Agent/Client MOUs: The Employer Agent, the employer (or Federal contractor) and DHS. The Employer Agent may not delegate duties to a person or entity that is not party to the contract. These situations would raise security problems and privacy concerns, as well as training difficulties.
