Outside Sources and Other USCIS Records.

8 CFR 103.2(b)
provides that USCIS may consider other evidence from its files or from other sources when adjudicating an application or petition. It is important to remember however, that before you base an adverse decision on such information you provide the applicant or petitioner with an opportunity to rebut the information, unless the applicant or petitioner was already aware of such information, or could reasonably be assumed to be aware of such information.
