81.2     Using Statistical Information.


(a) General .


The Performance Analysis System (PAS) is the primary automated data system used by USCIS to collect and analyze detailed statistical information relating to the workload and performance of each agency program and office. Managers must be come familiar with the capabilities of the PAS system in order to effectively manage their own workload and measure the performance of their office against USCIS -wide norms. (b) Use by Headquarters Program Managers .


Headquarters managers rely on PAS data for many of their most critical responsibilities including preparing annual budget requests, responding to executive and Congressional requests, and general management of resources. Workload information must be timely and accurate in order to assess and address critical needs and manage programs effectively.


(c) Use by Field Office Managers .


Field office managers can use the PAS system and PAS data to measure their own workload and performance against other offices. Such comparisons can be useful in preparing requests for additional resources and managing existing resources.
