When an issue of possible expatriation arises in the adjudication of a relative visa petition, the conclusion reached as to whether citizenship was or was not lost shall be made a matter of record in a supplemental report supported by a question-and-answer statement of the petitioner or, if considered appropriate, by an affidavit from the petitioner, together with all the supporting evidence and the reasoning upon which the conclusion was reached.
