Qualified aliens seeking refugee status under this chapter shall apply to the INS officer-in-charge overseas having jurisdiction over the geographical area in which the applicant is located. In those areas so remote from INS offices as to make direct filing with the officer-in-charge impractical, prospective refugee may file their applicants with designated State Department Consular officers.
