OI 223a.1 Application and Service files.


The time limits specified in the regulation for submission of an application for issuance of a refugee travel document shall not be regarded as inflexible. Upon receipt of the application, any existing files relating to the applicant shall be obtained and reviewed together with the application supporting documents and other pertinent data before a refugee travel document may be issued. If there is no file, one shall be created.


The photographs submitted with an application for a refugee travel document must conform with ADIT specifications as outlined in the instructions on Form I-570 as revised October 1, 1984. (TM 1/85).
