the United States Attorney must consider the probabilities of successfully prosecuting the forfeiture action and the terms of the proposed compromise thereof and consult with the Regional Commissioner. The United States Attorney must also obtain the concurrence of the Assistant Attorney General, Criminal Division, Department of Justice in order to compromise a case.
