(a) All preliminary examination questions pertaining to eligibility under section 312 of this chapter shall be taken from the 1987 revision of the Federal Citizenship Text book Series, except for questions relating to the identity of the President and Vice President of the United States, state and city chief executives, and Congressional representatives for the applicant's residence.

(b) All preliminary examinations will be conducted by a designated examiner. The examination shall be oral with exception of the requirement to demonstrate ability to write the English language.
