The changes require that new applicants file a Form I-131, Application for Travel Document, and fee or request for fee waiver in order to apply for the program when invited by the Department of State’s National Visa Center after February 17, 2015. During this teleconference, USCIS officials discussed the changes to the CFRP program and address questions.
