David Garner, Chief, Office of Performance and Quality
David Garner is the Chief of the Office of Performance and Quality (OPQ). He assumed his role on Oct. 7, 2012.
Background Experience/Significant Achievements:
Garner has over 20 years of experience in financial performance improvement, financial planning, managment, operations, marketing, and business process capabilities. Before serving in his current role, Garner was USCIS's Chief Financial Officer and was responsible for the management of resources through the integration of planning, budget and performance; strategic and competitive sourcing; and financial and capital asset management.
Garner has held financial management and officer roles at the Kellogg Company, the Kashi Company, and Exxon-Mobil.
Garner has a Master of Business Administration and a Bachelor's Degree in Accounting from Mississippi State University.
