USCIS Unauthorized Practice of Immigration Law Initiative Executive Summary (50KB PDF)
In January 2010, the USCIS Office of Public Engagement began development of the UPIL initiative by hosting a national engagement session on UPIL in Washington, DC to solicit individual feedback from stakeholders regarding the nature and scope of the UPIL problem. Following the national engagement session, USCIS selected seven partner cities to participate in the initiative: Atlanta, Baltimore, Detroit, Fresno, Los Angeles, New York and San Antonio.

Service Center Operations Monthly Stakeholder Teleconference: Motions and Appeals (52KB PDF)
On April 26, 2011, the Nebraska Service Center (NSC) hosted a stakeholder teleconference on the subject of motions and appeals. The Service Centers in Texas, Vermont, and California also participated, as did the Administrative Appeals Office (AAO). The purpose of the session was to present an overview of the filing and processing of motions to reopen, motions to reconsider, and appeals to the AAO and Board of Immigration Appeals (BIA).

On March 30, 2011, the USCIS Service Center Operations Directorate hosted an engagement with AILA representatives. USCIS discussed issues related to cancellations of F/J status in SEVIS based on H1B cap filings, RFEs based on the VIBE system, matching a newly filed I-140 petition to an already-filed and pending I-485, and a request to include a reason for interview on employment based application notices.
