Appendix 4-28 Intelligence Research Specialist (Anti-Fraud), GS-0132-05
The incumbent of this position serves as a basic trainee who assists in compiling preliminary analysis of immigration intelligence data for higher-graded specialist. In addition, makes operational decisions, acquires and allocates resources and policy input for the Office of Fraud Detection and National Security.
This position is located in the Office of Fraud Detection and National Security, BCIS. Subject position is located at one of the 5 Service Centers and serves as liaison between the FDNS Service Center and the Intelligence community. The parenthetical (Anti-Fraud) is added since subject position, among other responsibilities functions to assist in the identification of fraud trends and patterns through analyses and investigations; e.g., analysis of data captured from applications, petitions, and leads obtain
ed from a variety of sources.
PERFORMS TRAINEE WORK 100%
As a basic trainee, employee acquires knowledge, skills, and abilities required for the target position. Reviews pertinent regulations, policies, and procedures so as to effectively apply principles, concepts, and work processes to limited and selected work assignments. Assignments are characterized by repetition and routine for the purpose of continually exposing the incumbent to situations that represent the work in the occupation.
Completes required formal and on-the-job training and demonstrates an increasing ability to independently accomplish assignments. Assigned tasks are completed following established procedures and schedules. Recognizes the need for and solicits guidance and assistance when previous instructions do not provide the employee with adequate information.
The work setting in which the employee operates requires the trainee to develop and coordinate networks and contacts beneficial to the successful performance of his/her assignments. Interacts with colleagues and supervisors, demonstrating the ability to work cooperatively with other persons.
Work assignments provide the employee opportunities to improve communication skills. Reviews pertinent regulations and style manuals governing- written communications in order to prepare written materials, which effectively communicate the intended information. Materials are displayed in a logical and concise matter, reflecting adequate research and analysis.
Assists in the preparation of, or prepares, presentations related to work assignments. The presentations are well researched and logically organized. Demonstrates the ability to communicate clearly when speaking by presenting facts, issues, and positions that
