Kika Scott, Acting Chief Financial Officer

Background Experience/Significant Achievements

Management Directorate Kika Scott began serving as the acting chief financial officer for USCIS on Jan. 6, 2019. Scott joined USCIS as the deputy chief financial officer in April 2018. She is responsible for assisting the USCIS chief financial officer in the executive oversight of an agency with 17,000 full-time employees and a $4.4 billion budget. She helps oversee highly sensitive and complex financial programs and internal controls, including cash management, credit and debt management policies, standards and compliance guidelines, and corrective actions relating to audit recommendations. 

In 2016, Scott became the budget officer/director of the Office of Budget and Program Performance (OBPP) for Immigration and Customs Enforcement (ICE). As director of OBPP, she was responsible for managing over $6 billion in ICE resources, with particular attention to their use in support of ICE’s law enforcement, legal, and mission support operations. To better align resources for ICE’s mission operations, she enhanced OBPP work processes by introducing such management tools as workforce planning, performance assessment, mission analytics, and investment prioritization.

Before working for ICE, Scott worked at the National Center for Health Statistics in the U.S. Department of Health and Human Services from 2000 to 2006.


Scott holds a Bachelor of Science and Master of Business Administration from the University of Maryland. She also holds a master’s degree in management from Johns Hopkins University.
