Paula Thomas is the Acting Chief of the Civil Rights and DEIA Office (CRDO)
The Civil Rights and DEIA Office leads the agency’s efforts to promote equal opportunity, foster diversity, equity, and inclusion in the workplace, and ensure that USCIS’ programs and services are accessible to everyone.
Our goals include:
- Maintaining an efficient, fair and impartial equal employment opportunity (EEO) complaint resolution process.
- Promoting and sustaining diversity and inclusion at all levels of the organization through the utilization of data-driven, strategic and collaborative approaches
- Providing an effective accommodation program to ensure that individuals with disabilities receive full access to equal employment opportunity and agency programs and services.
The Civil Rights and DEIA Office (CRDO) is made up of the following:

- Informal Complaint Branch
- Accommodations and Access Division
- Employee Accommodations Branch
- Public Access Branch
- DEIA Division
- Special Emphasis Program Branch
- Chief of Staff
The Equal Opportunity Compliance Division administers the EEO complaint process and promotes early resolution of workplace disputes. It also provides technical assistance to ensure compliance with federal anti-discrimination laws and guidelines and promotes proactive prevention strategies through training and education.
The DEIA Division spearheads the agency’s efforts to promote a diverse workforce and foster an inclusive work environment through its diversity, equity, inclusion, and accessibility (DEIA) programs, which provide guidance and support in the areas of targeted recruitment, special emphasis programs, outreach, and training.
The Chief of Staff is responsible for managing internal office functions through staff who handle a range of support functions, such as budgeting, personnel, emergency management, acquisition, training coordination and delivery, workforce demographic analysis, and internal office policy development.
The Accommodations and Access Division is responsible for managing the USCIS employee and employment applicant disability and religious accommodation program as well as the agency program ensuring members of the public with disabilities have equal access to agency services and programs.
