CSS (Catholic Social Services v. DHS)

On January 23, 2004, the United States District Court for the Eastern District of California, Western Division, approved a final settlement agreement in the CSS legalization case. In general, the settlement agreement provides a final application period for eligible individuals to file simulatneous applications for class membership and application for legalization on Form I-687. The last day for filing such applications was December 31, 2005.

On May 18, 2010 the court ordered that USCIS reopen certain applications that were denied for abandonment and to invite applications from certain applicants residing abroad.  A copy of the court’s order is below.
