In FY 2012, USCIS: 

  • Increased efforts to create a model workplace. For example, we:

  • Improved the overall quality and timeliness of staffing services and eliminated a 200 vacancy backlog.

  • Provided foundational immigration services training to 399 new officers, and hosted coaching-and-feedback workshops for 80 supervisors and managers.

  • Revamped employee orientation to utilize an award-winning new-employee website and standardized orientation materials.

  • Implemented the Professional Development Program to provide tuition assistance for training opportunities.  In 9 months of operation, we supported 430 employees in individual courses and 15 offices with courses for groups of employees.

  • Provided employees with opportunities to participate in naturalization ceremonies, expanding internal awareness of key mission areas.
  • Earned the Guardian Award, the Office of Personnel Management’s highest award given to a federal agency, for exemplary leadership in the field of personnel security.
  • Enhanced labor and employee relations by launching a new case management system, cooperatively finalizing 27 agreements with union representatives, and processing 99 percent of formal Equal Employment Opportunity (EEO) investigations and informal EEO cases within regulatory timeframes.


  • Strengthened its commitment to provide those it serves and workforce with first-rate, environmentally sound facilities, in proper alignment to agency needs and growth. For example, USCIS:
  • Moved or renovated a number of facilities, completed a comprehensive review of its international workload and presence to determine appropriate alignment, and maintained a superior standing in Leadership in Energy and Environmental Design (LEED) by increasing its number of LEED-certified facilities to 25.  


  • Achieved significant cost savings through a variety of methods, including:
  • Reutilizing 776 property items, recovering and returning to the agency $1.1 million through the aggressive management and review of reimbursable work authorizations, and increasing competition for contracts.
