To provide notice that an attorney admitted to practice of the law in a country other than the United States seeks to appear before DHS in a matter outside the geographical confines of the United States.

With the application or petition submitted to a DHS office outside the geographical confines of the United States. This form may not be filed with matters in offices within the United States.
Additional Information for Completing Your Form:
If you submit Form G-28I on paper: Be sure to have the Applicant, Petitioner, or Respondent sign the form at Part 4, Item Number 3.a., Signature of Applicant, Petitioner, or Respondent. The fillable version of Form G-28I now includes “Don’t forget to sign!” messages and an arrow pointing to the signature box as reminders for when you print the completed form for mailing. USCIS rejects any unsigned Form G-28I. Having to return it to you for a signature will delay processing of your notice.
